Loyers imputés et inégalités de niveau de vie
[fre] Pour les travaux sur les inégalités, la théorie économique recommande d'imputer aux propriétaires occupants le « loyer fictif » qu'ils pourraient tirer de leur logement en le louant, et aux locataires du parc social, la « subvention implicite » représentée par le différentiel de loyer entre secteur social et secteur privé. Cependant, chacune de ces deux approches ne révèle pas, à l'usage, le même degré de légitimité et de nécessité. L'imputation des loyers fictifs aux propriétaires modifie sensiblement la hiérarchie des niveaux de vie : la négliger exposerait à légèrement surestimer la pauvreté. Elle conduit à une population à bas revenus plus jeune et plus urbaine. Surtout, imputer des loyers fictifs aux propriétaires accentue le contraste entre les conditions de logement des ménages à bas revenus et celles des autres ménages. L'imputation d'une subvention implicite aux locataires du parc social prête davantage à discussion, dans la mesure où le parc social et le parc locatif privé n'offrent pas les mêmes services et ne s'adressent pas aux mêmes ménages. Elle permet toutefois de mettre en relief le handicap des bas revenus en matière de logement, ainsi que la relative incapacité du secteur social à pallier ce handicap. Elle confirme les différences entre les deux parcs, et l'aptitude du parc social à assurer aux plus défavorisés des conditions de logement de meilleure qualité que celles proposées par le parc privé, si l'on excepte la question de l'insécurité, qui se pose davantage aux locataires du parc social. Ainsi s'avère-t-elle une approche utile, au moins pour l'analyse du clivage entre les plus défavorisés et les autres en matière de logement. Para los estudios sobre las desigualdades, la teoría económica recomienda que se atribuya a los propietarios ocupantes el «alquiler ficticio» que podrían cobrar al alquilar su vivienda, y que se atribuya a los arrendatarios del parque social el «subsidio implícito» representado por el diferencial de alquiler entre el sector social y el sector privado. Sin embargo, cada uno de ambos enfoques no ofrece al uso el mismo grado de legitimidad y de necesidad. La atribución de unos alquileres ficticios a los propietarios modifica fuertemente la jerarquía de los niveles de vida: descartarla llevaría a sobrevalorar la pobreza. Así se llega a evidenciar una población de escasos recursos más joven y más urbana. Sobre todo, atribuir unos alquileres ficticios a los propietarios amplía el contraste entre las condiciones de alojamiento de los hogares de escasos recursos y las de los demás hogares. La atribución de un subsidio implícito a los arrendatarios del parque social es una cuestión más controvertida en la medida en que el parque social y el parque locativo privado no ofrecen los mismos servicios ni se dirigen a los mismos hogares. Esta permite sin embargo poner de relieve la desventaja de los hogares de escasos recursos en términos de alojamiento, así como la relativa incapacidad del sector social para paliar esa desventaja. Confirma las diferencias entre ambos parques, la aptitud del parque social para ofrecer a los más desfavorecidos unas condiciones de alojamiento superiores a las que les otorga el parque privado, si se descarta la cuestión de la inseguridad, la cual afecta más a los arrendatarios del parque social. Es por tanto un enfoque útil, al menos para el análisis de la diferencia entre los más desfavorecidos y los demás en términos de alojamiento. Bei den Arbeiten über die Ungleichheiten empfiehlt die Wirtschaftstheorie, bei den Eigenheimbesitzern die «fiktive Miete», die sie beim Vermieten ihrer Wohnung einnehmen würden, und bei den Mietern von Sozialwohnungen den «impliziten Zuschuss», der die Mietdifferenz zwischen sozialem Wohnungsbau und privatem Wohnungssektor darstellt, hinzuzurechnen. Jeder dieser beiden Ansätze hat aber in der Praxis nicht den gleichen Grad an Berechtigung und Notwendigkeit. Die Hinzurechnung fiktiver Mieten bei den Eigenheimbesitzern ändert nennenswert die Hierarchie der Lebensstandards: Sie zu vernachlässigen würde die Armut leicht überschätzen. Sie führt zu einer jüngeren und städtischeren Bevölkerung mit niedrigen Einkünften. Vor allem stärkt die Hinzurechnung der fiktiven Mieten bei den Eigentümern den Kontrast zwischen den Wohnbedingungen der Haushalte mit niedrigen Einkünften und denjenigen der anderen Haushalte. Die Hinzurechnung eines impliziten Zuschusses bei den Mietern von Sozialwohnungen eignet sich mehr für Diskussionen, da der soziale Wohnungsbau und der private Mietsektor nicht die gleichen Dienste anbieten und sich nicht an die gleichen Haushalte richten. Allerdings verdeutlicht sie das Handikap der Haushalte mit niedrigem Einkommen in Wohnungsfragen sowie das relative Unvermögen des sozialen Wohnungsbaus, dieses Handikap zu beseitigen. Sie bestätigt die Unterschiede zwischen beiden Sektoren und die Fähigkeit des sozialen Wohnungsbaus, den Ärmsten eine qualitativ bessere Wohnqualität als der private Sektor zu bieten, wenn man von der Frage der Unsicherheit absieht, mit der die Mieter von Sozialwohnungen vermehrt konfrontiert sind. Mithin stellt diese Hinzurechnung ein nützlicher Ansatz dar, zumindest bei der Analyse der Kluft, die zwischen den ärmsten Haushalten und den anderen bei den Wohnverhältnissen herrscht. In studies of inequalities, economic theory recommends imputing to owner-occupiers the notional rent that they could earn from their housing if they rented it and imputing to low rental public housing tenants the •implicit subsidy” represented by the rent differential between the public housing sector and the private sector. However, in practice, these two approaches do not reveal the same degree of legitimacy and need. Imputing notional rents to owners significantly alters the hierarchy of standards of living: poverty would be slightly overestimated if this were disregarded. It gives rise to a younger and more urban low-income population. Most importantly, imputing notional rents to owners accentuates the contrast between low-income and other households’ housing conditions. Imputing an implicit subsidy to public housing tenants is even more debatable in that low rental public housing and private rented housing do not provide the same services and are not designed for the same households. Nevertheless, such an exercise does highlight the handicap that low-income households have as regards housing and also the relative inability of the subsidised housing sector to resolve this problem. It confirms the differences between the two sectors and the capacity of the subsidised housing sector to provide the most disadvantaged with better quality housing conditions than those proposed by the private sector. It therefore proves to be a useful approach, at least for the analysis of the housing divide between the most underprivileged and others.
