Méprise sur la reprise. Perspectives 2004-2005 pour l'économie française
Avec une hausse de 0,2 % seulement en moyenne annuelle, l’économie française a connu en 2003 sa plus faible croissance depuis la récession de 1993 et a, pour la première fois depuis 1997, progressé à un rythme inférieur à celui enregistré dans la zone euro en raison du mauvais résultats de son commerce extérieur. Toutefois, avec un record de jours ouvrables et un dispositif de départs en retraite anticipée qui pourrait servir d’appel d’air aux demandeurs d’emplois, l’année 2004 ne démarre pas sans atouts. Les conditions qui permettraient à l’économie française de profiter pleinement de la reprise internationale, en relançant la demande interne et tout particulièrement l’investissement, semblent réunies. Si tel était le cas, la demande interne consoliderait et accentuerait la reprise, et engagerait la France sur un sentier de croissance suffisant pour lui permettre de combler son retard de production et de respecter ses engagements vis-à-vis de Bruxelles en réduisant significativement le déficit public. Malheureusement, le cheminement que nous envisageons à l’horizon 2005 s’annonce plus erratique : sous les effets retardés de la hausse passée de l’euro et de politiques économiques mal orientées, l’économie française connaîtrait en 2004 un régime de croissance molle (1,5 % en rythme annuel), ne renouant que progressivement avec sa croissance potentielle en 2005 (2,3 % en rythme annuel).
