Material Incentive and Planning in the USSR

The decisions taken by the Plenary Meeting of the CPSU Central Committee in November 1962 on the further reorganization of administration and the rationalization of planning in the USSR confront us with many big problems in the theory and practice of socialist planning. In particular, the tasks of raising the effectiveness of planning in the new conditions of the democratization of administration become especially urgent.
