Mehr Markt im Hochschulbereich: Zur Effizienz und Gerechtigkeit von Studiengebühren
Ein Universitätssystem verfolgt zwei Ziele: Effizienz und Gerechtigkeit. Effizienz verlangt nach Studiengebühren, die das Netto-Gemeinwohl maximieren. Diese Gemeinwohlvorteile haben zwei Ausprägungen: Wertschöpfungsvorteile und allgemeine gesellschaftliche Vorteile (Kultur- und Sozialisationsnutzen). Gerechtigkeit verlangt nach Chancengleichheit beim Hochschulzugang. Man kann vermuten, daß ein freier Markt im Hochschulbereich beide Ziele nicht verwirklicht. Deshalb ist eine staatliche Subventionierung von Universitäten notwendig. Der Artikel zeigt, daß sich das Effizienz- und das Gerechtigkeitsziel verwirklichen lassen, wenn Studiengebühren eingeführt werden. Der Staat muß aber die Möglichkeit einer Darlehensfinanzierung (unabhängig von der Einkommens- und Vermögenslage der Studenten oder der Eltern) garantieren.
