As a consequence of the economic recession and the loss of the East- European external markets there was an extremely high increase in unemployment in Hungary in the early 1990s. At the same time the structure of the unemployed staff changed. In addition to the mainly uneducated and unskilled people persons with better personal features also became unemployed. Though the number of unemployed people has been decreasing since 1994, the number of people having looked for ajob for more than a year or even longer came to the half of the number of the persons unemployed by the end of 1996. As compared to the international level, the chance for becoming employed is very little in Hungary. There are great differences between the regions, there are a lot of regions which are in several respects undeveloped. The population strata are regionally concentrated. The management of the unemployment becomes in this way more and more a local than a national task, the means and methods to be applied can and should be developed by taking into consideration the local specialities.
