Nach dem Putin-Bush-Gipfel: Stand und Perspektiven der russisch-amerikanischen Beziehungen
Die russisch-amerikanische Gipfelkonferenz in Washington und Crawford (Texas) vom 12. bis 15. November war bereits das vierte Treffen Putins und Bushs im Jahre 2001. Die Erwartungen im Vorfeld des Gipfels waren vor allem auf russischer Seite hoch gesteckt. Seine Ergebnisse sehen aber eher dürftig aus. Der Gipfel könnte infolgedessen als ein Fehlschlag und ein Warnsignal dafür angesehen werden, daß der in der Gemeinsamen Erklärung angestrebte »neue strategische Rahmen« eine leere Worthülse bleibt. Dem ist jedoch nicht so. Man muß ihn als Teil eines Prozesses zu betrachten, der aus der von Putin betriebenen Anpassung seiner Außenpolitik an veränderte internationale Bedingungen und Einbindung Rußlands in westlich dominierte internationale Organisationen besteht. Dieser Prozeß wird sicher widersprüchlich verlaufen und von Rückschlägen gekennzeichnet sein. Ein Anzeichen dafür ist Bushs einseitige Kündigung des ABM-Vertrags. Zweifelsohne ist dieser Schritt eine Belastung des neuen amerikanisch-russischen Verhältnisses und verschärft Putins innenpolitische Probleme. (SWP-aktuell / SWP)
