Absztrakt: Műhelytanulmányunk a nemzeti versenyképesség vállaltokon túli dimenziójával kíván foglalkozni. A felgyorsult globalizáció korának világgazdasági környezetében, ahol a nemzetköziesedett nagyvállalatok rendelkeznek az erőforrások és a közvetlen beruházások jelentős része felett és az egyes regionális piacok folyamatai gyorsan áttevődnek más régiókra, a gazdaságpolitika és tágabb értelemben az állam mozgástere és feladata megváltozott. Ez az országokra nézve azt jelenti, hogy a stabil üzleti környezet megteremtésével és az emberi erőforrás illetve a technológiai infrastruktúra, mint háttérerőforrások fejlesztésével képesek hosszútávon megalapozni a gazdasági növekedést és felzárkózást, függetlenül attól, hogy az európai gazdasági integrációs környezetben valósítják-e meg mindezt. Gazdaságpolitikai téren tehát a döntéshozók versengenek egymással, hiszen stratégiai döntéseik eredménye az, hogy az export- és beruházási versenyben a tényleges riválisokhoz képest milyen teljesítményt ér el az általuk irányított nemzetgazdaság. Az államháztartási egyensúly, a csökkenő adósság-visszafizetési kockázat, stabil árszínvonal és árfolyam, illetve a folyamat végeredményeként megszűnő árfolyamkockázat mind a beruházásokra és az exportkapacitás bővülésére nézve kedvező stabil üzleti környezet kialakulását erősíti. Lényegében államok szintjén a tényleges regionális vagy világpiaci versenytársakhoz viszonyított pozíció meghatározása alapján értelmezhetjük egy-egy nemzetgazdaság versenyképességét. A versenyképességi előnyök megteremtéséhez ugyanis elegendő, ha a nemzetgazdaság kibocsátását illetve jövedelmét meghatározó piacokon, illetve e piaci pozíciókat támogató üzleti és gazdaságpolitikai háttér esetében a tényleges versenytársaknál nyújt jobb lehetőségeket a nemzeti gazdaságpolitika. A versenyképesség makrogazdasági értelmezéséről szól tehát a tanulmány első része. A második rész Rodrik elméletén, a globális politika lehetetlen szentháromságán alapulva vizsgálja a demokratikus berendezkedés és a nemzetközi versenyképesség összeférhetőségét. Az elmélet szerint a politika szintjén egyszerre nem megvalósítható a demokratikus politikai döntéshozatal, a teljes világgazdasági integráció, illetve a nemzetállam. A trilemma a globalizáció útjában álló intézményi különbségeken alapszik. Megoldása három módon lehetséges: a demokrácia kiiktatásával a megoldás az arany kényszerzubbony, ahol a piaci mechanizmusok veszik át az állami gazdaságpolitika szerepét; a globális kormányzás megvalósulása esetén a szuverén nemzetállamok tűnnek el a nemzetközi rendszerből; végül a Bretton Woods kompromisszum esetében a globalizáció útjába állítunk akadályokat. Mindeközben a versenyképesség az egyik legfontosabb elérendő cél a világgazdaságban. Ez esetben a versenyképesség makrogazdasági értelmezéséhez a World Economic Forum Globális Versenyképességi Indexekét alkalmazzuk. A vizsgált hipotézisünk szerint a WEF koncepciója a versenyképességről, illetve az annak eléréséhez szükséges intézményi megoldások a Rodrik-féle trilemma esetében a nemzetállam – világgazdasági integráció megoldáshoz visz minket közelebb (arany kényszerzubbony), kizárva a demokratikus döntéshozatalt. A hipotézis bizonyításának érdekében a versenyképesség fenti felfogását rezsimként, egészen pontosan a rezsimelmélet kognitivista ágának egyik fajtájaként értelmezzük, ennek segítségével mutatva be, hogy a versenyképesség ezen felfogása külső korlátként nehezedik az államokra. Ezt követően két makrogazdasági területet vizsgálunk meg annak érdekében, hogy felmérjük azok hozzájárulását a gazdaságok nemzetközi versenyképességéhez. Az egyik terület a költségvetési politika, amely esetében összeállításra került egy olyan államháztartási elemzési keret, amely alapján az államok fiskálispolitikai sikeressége megítélhető egymáshoz viszonyítva. Továbbá minősíthetővé válik az alkalmazott költségvetési politika egyensúlyi szempontból, ami alapján konkrét, gyakorlati gazdaságpolitikai ajánlások megtétele is lehetővé válik. Kifejtésre kerül a modern állam feladata, a nemzeti versenyképesség értelmezése, és hogy miképpen értelmezhetjük egyáltalán a tagállami költségvetési politikák közötti versengést. Ez a rész az államháztartásra vonatkozóan a lehetőségek és az előnyök mérhetőségét is bemutatja. A másik makrogazdasági terület az árfolyam-politika, amely esetében az euró és a dollár nemzetközi rivalizálását elemezzük. Versenyképességi szempontból kiemelkedő a kulcsvaluta pozíció kérdése, ha a reálárfolyam-alapú versenyképesség-értelmezésre gondolunk. Foglalkozunk a kulcsvaluta-pozícióból fakadó alacsony hitelfelvételi költségekkel, a menekülőeszköz-pozícióból fakadó likviditási előnyökkel és a globális tartalékolási kereslet eredményeképpen folyamatos felülértékeltség hatásaképp létrejövő hátrányokkal. Röviden áttekintjük a huszadik század első felében lezajló küzdelmet a domináns font és a feltörekvő dollár között, majd az euró lehetőségeiről szóló szakirodalom lényegre törő áttekintése következik, amit elemzésünk követ. Végül a konklúziók levonására kerül sor, az euró előnyeinek és hátrányainak összegzésével. ; Abstract: The working paper examines the dimensions of competitiveness over the corporate level. The regional positions are changing quickly and the room for manoeuvre of the economic policy in national level is narrowed for attraction of business activities in the era of quickened globalisation. The countries compete for direct investments with the level of stability in business environment, the quality of human resource, the development of technological infrastructure. The development of background factors determines the economic growth. The part on political economy is based on the idea that the concept of the trilemma of global politics is true. In this model Rodrik assumes that from the three desired element of world politics: deep economic integration, the nation state, and democratic politics only two can be chosen. We can either choose deep integration and the nation state but then we have to abandon democracy; or we can choose deep integration and democracy, but then we have to forfeit the nation state; or we have to circumscribe globalisation to maintain democracy and the nation state. Competitiveness is one of the core concepts used by economists and decision makers nowadays to guide them and to justify their decision to the public. There are many ideas about the definition and measurement of competitiveness. In our paper we concentrate on the concept of macro level competitiveness measured by the World Economic Forum’s (WEF) Global Competitiveness Index. The hypothesis of our is paper is that this concept of competitiveness and the policies and institutional solutions required by this get ourselves closer in the trilemma what Rodrik calls golden straitjacket: when we abandon democracy and we get deep integration and the nation state. To prove this hypothesis we build up our paper as follows. In the first section we introduce Rodrik’s model of the trilemma of global politics. This is followed by the introduction of the Global Competitiveness Index. We examine in which pillars of the index we can find evidence of institutional convergence which the concept of golden straitjacket based on. If we found these evidences we might conclude that our hypothesis is true. The part on fiscal policy competitiveness was supported by the instruments of political economy. On one hand, the instruments of macroeconomics and statistics and the results of econometric studies were used, on the other hand, the decision-making and political institutional factors and variables are also taken into account. To get to the fiscal scoreboard, plenty of factors can be examined during the construction of analytical framework. First of all, the expression of ‘fiscal competition’ must have been explained. The definition was set on the precisely described national competitiveness and the well identified task of the state in the 21st century. Thus, the task of fiscal policy is to create stable business environment for the economic growth, especially capital investments. Latter ones can create spill-over impacts as work places, income, solvency, economic effectiveness, technological development. So, the Economic competitiveness, or the rivalry of fiscal policies means the fiscal policy, which can create stable and supportive business environment for economic catch-up sooner or more effectively. Second, it was necessary to examine the interactions between the budget and the other segments of the economy and the basic procedures of fiscal policy. Third, the question was the factors that can create risk in the budget and make the financing mechanisms to be vulnerable. The fiscal vulnerability got very important element in the construction of indices about fiscal sustainability, flexibility, structure and institutional effectiveness. Fiscal policies are ranked on the basis of five main factors, including budget structure, institutional efficiency, sustainability, flexibility, and financial efficacy. Basically, all five factors seek the strengths and weaknesses of a country's budget, or in other words the vulnerability of the budget. The concept of fiscal vulnerability compiles budget weaknesses that originate from the public spending body, the capacity of the institutions, budget control or, in a wider aspect, from inappropriate government efficiency. The macroeconomic framework explained above got political economic support by institutional theories about budgeting. The literature about the correlation between the appearance of budget deficit and political decision making supposed to survey the political business cycles and the EU8+2 budgeting with the following expectations: (1) The more centralized the process of budgeting and the stronger the financial minister’s power in budgeting, the more disciplined the execution of the budget plan will be. (2) The political business cycles have significant impact on the fiscal balance. (3) It is worth to examine, which organs have influence in budgeting that can soften the original budget draft. After the theoretical premises mentioned above, the analytical framework specialized This system contains 5 main elements. The fiscal policy is examined from five aspects: budget structure, institutional effectiveness, fiscal sustainability, fiscal flexibility, financial effectiveness. The fiscal competition of EU8+2 countries were surveyed form five aspects (structure, institutional effectiveness, sustainability, flexibility, financial effectiveness) what are summarized in weighted average to assess national fiscal policies. Budgetary structure is composed from three scoreboard sub-indices (Si), that are also detailed to more indices: S1 = expenditure scoreboard sub-index = [s1;1 (expenditure volume rank) + s1;2 (Social Insurance net balance rank) + s1;3 (interest payment rank)]/3; S2 = revenue scoreboard sub-index = [s2;1 (‘revenue demand’ rank) + s2;2 (‘weight of indirect tax’ rank) + s2;3 (‘weight of wealth tax’ rank) + s2;4 (‘reciprocate of weight of corporate tax’ rank)]/4; S3 = deficit structure scoreboard sub-index = [s3;1 (‘primary balance’ rank) + s3;2 (‘structural balance’ rank)]/2. Institutional effectiveness scoreboard is composed from three scoreboard sub-indices (Ii): I1 = Governmental Centralization Index scoreboard sub-index; (Hagen & Harden 1996, Gleich 2003) I2 = Corruption Perception Index scoreboard sub-index; (Transparency International, www.transparency.com) I3 = ‘Deviation from balance target’ scoreboard sub-index. Fiscal Sustainability scoreboard is composed from three scoreboard sub-indices (Fi): F1 = primary gap scoreboard sub-index; Blanchard (1990) F2 = tax gap scoreboard sub-index; Blanchard (1990) F3 = IFS(60;0) scoreboard sub-index;. Croce & Juan-Ramon (2003) Fiscal Flexibility scoreboard equals with the Standard and Poor’s (2007) FFI (fiscal flexibility index) scoreboard. Financial effectiveness scoreboard equals with the tax wedge scoreboard. With the introduction of the European single currency, the dollar faced a serious rival for the first time since World War II. The last part aims to analyse the possibilities of the euro to become the number one currency of the world. After a historical introduction we review the existing literature on the topic. Then we analyse some statistical data. We conclude that some of the euro zone’s serious defects must be fixed so that the single currency will be able to replace the greenback. First of all, the economic governance of the euro zone must be strengthened and euro bonds must be introduced.
