New Opportunities in an Aging Society and a Paradigm Shift in Employment Policy : A National Age-Specific Division of Labor System

Population aging is accelerating around the world. Despite the animated discussion about numerous ways of addressing this issue, there is a shortage of the vision required to recognize the new era that population aging is ushering in and to devise a fundamental response to that age. This paper examines in detail how productivity varies with age, which is a key characteristic of the economic changes that are brought by population aging, and proposes an age-specific division of labor system. It also presents specific ways by which an age-specific division of labor system could be achieved and uses a simple calculation and simulation to predict the effectiveness of such a system
