New Orleans Five Years Later : Key Questions in the Rebuilding of an American City
This year's Annual Meeting of the American Political Science Association will mark the five year anniversary of Hurricane Katrina's devastating assault on the city of New Orleans. During the ensuing five years, the reconstruction of the city has proceeded unevenly, with some successes, but many disappointments as well. For many, the repopulation of New Orleans centered on some key questions: Where will I live? Will I be safe? Where will my children go to school? While other issues abound in the city, these questions strike at the heart of the rebuilding efforts. Our research details the progress made in housing, public safety, and public education, as well as the obstacles remaining. In each issue area we examine the key decision-makers that comprise the larger political order in New Orleans. As expected, many of the important actors are local, including elected officials, members of the business community, and citizen activist. But the rebuilding of New Orleans stretches beyond the city limits, including actors from the state and federal levels. For example, FEMA and HUD remain important funding sources for reconstruction efforts, and the state now runs a significant portion of the local public schools. Attempts to fashion a regime-type agenda for the city are subject to the interactions at these various levels, adding nuance to regime analysis. This research helps explain the city's progress to date, and it also identifies the difficulties — due to the actors, resources, and coordination problems — in reviving the flooded city
