Niveauverschiebung im Länderfinanzausgleich seit der Integration der neuen Länder
20 Jahre nach der deutschen Einheit kündigen Hessen, Baden-Württemberg und Bayern an, vor dem Bundesverfassungsgericht gegen den Länderfinanzausgleich zu klagen. Die drei Geberländer fühlen sich angesichts eigener Haushaltsprobleme durch den Finanzausgleich zu stark belastet. Thomas Lenk zeigt hier, dass es nach der Eingliederung der neuen Länder 1995 zu einer wesentlichen Vergrößerung des Transfervolumens im Länderfinanzausgleich, aber auch zu erheblichen Positionsveränderungen bei den einzelnen Geber- und Nehmerländern gekommen ist.
