No 'Silver Bullet' : A Multifaceted Approach to Curbing Harmful Phoenix Activity

Phoenix activity causes significant economic harm. In this research note the authors commence by identifying several reasons why harmful phoenix activity is prevalent. They then identify a multifaceted approach to curbing harmful phoenix activity. That approach is to make all phoenix activity visible (detection), make it more difficult to engage in harmful phoenix activity (disruption), and, where harmful phoenix activity does occur, to ensure that it is properly investigated and subjected to legal action to punish and deter wrongdoers, as well as to compensate victims (enforcement)
