Non-traditional Security Cooperation between Korea and Russia (Presentation)
The Republic of Korea is facing an increase in life expectancy. The average life expectancy is 83-84 years. At the same time, according to the results of last year, the birth rate dropped to 0.84. The socio-economic processes currently observed in South Korea shows that the trends toward decrease in the birth rate and, as a result, a decrease in the country's population will remain unless some government measures targeting young and middle aged population apply. Obviously targeted demographic policy of the South Korean government could make a difference. But, since the results of changes related to demography are never quick, the impact can be seen only in the medium term. However, if nothing is done, then, most likely, nothing will change, and then the attraction of migrants will become inevitable, which is a very sensitive issue for the Republic of Korea.Maintaining and increasing the birth rate in the country is a natural way to reduce the need for at least external labor migration. It is known that the population of Russia has been decreasing since the early 1990s. Taking into account the simultaneous increase in mortality and decrease in the birth rate, prompt changes in demographic policy were due. Resulting in the Concept of demographic policy of the Russian Federation for the period 2016 up to 2025.Decline in the birth rate and population of the country may be considered a challenge to the security of the state, one can assume that Russian experience can be very valuable for the Republic of Korea and the cooperation between relevant ministries could give a new round of strategic cooperation between the countries
