Normed Planning of Human Resource Development : A Roadmap Model Based on Worldwide Development Performances

Five decades after publication of the Correa-Tinbergen planning model for human resource development (HRD), the UNDP provided support and sponsored HRD policy making devices that aim at integrating methods based on economic accounting models with those based on international comparative assessments. The paper develops an integrated approach and applies it to Ethiopia. The result is what one can term normed planning of HRD. It is normed planning because all parameters are derived as norms from pooled international data reflecting worldwide best performances in HRD, these norms are then applied to individual countries to give their ‘normed' profiles of HRD, which are usually upgrades of their ‘observed” profiles. The closing of gaps between the normed and observed profiles constitute the areas for policy actions in the context of long term prospective plans
