NRW-Haushalt 2020: Die Konjunktur bleibt außen vor
Die Landesregierung hat den Haushaltsentwurf für das Jahr 2020 mit einem Volumen von 79,9 Mrd. Euro vorgelegt. Obwohl im kommenden Jahr die Schuldenbremse erstmals für NRW verbindlich ist und der Landtag aktuell über eine diesbezügliche Änderung der Landeshaushaltsordnung berät, wird die in der LHO avisierte Konjunkturbereinigung im Haushaltsentwurf ausgeblendet. Der Fokus liegt auf einer gesamten Nettoneuverschuldung von null, was angesichts der aktuellen wirtschaftlichen Schwäche nicht konjunkturgerecht ist. Das geplante Konjunkturbereinigungsverfahren lässt allerdings nur geringe Spielräume zu, die Möglicherweise nicht ausreichen, um konjunkturbedingte Steuermindereinnahmen auszugleichen. Bei der Auswahl eines Konjunkturbereinigungsverfahrens hätten alternative Verfahren bezüglich ihrer Konjunkturwirkung in Echtzeit untersucht werden sollen. Dies ist nicht erfolgt. Würde sich die Regierung zudem vollständig an der Vorgehensweise des Stabilitätsrats orientieren, auf den sie sich in der Begründung zum Gesetzentwurf zur Änderung der LHO beruft, so müsste sie auch eine Bereinigung um finanzielle Transaktionen vornehmen, die den Haushaltsspielraum im kommenden Jahr vermindern würde. Nach wie vor fehlt eine konsistente Strategie für die Umsetzung der Schuldenbremse in NRW.
