Offshore financiële centra: bedreiging voor internationale financiële stabiliteit?
Offshore financiële centra vormen een substantieel onderdeel van het internationale financiële stelsel. Voor zover het toezicht door offshore autoriteiten niet adequaat is, kan prudentiële arbitrage optreden, waarbij banken hun activiteiten en de daaraan verbonden risico's naar lichter gereguleerde offshore centra verplaatsen. Dit vormt een bedreiging voor financiële stabiliteit. Via besmetting van onshore banken (zoals in Argentinië en Ecuador het geval was), of via overmatige kredietverlening (zoals in Zuidoost-Azië) kunnen offshore banken immers destabiliserend werken. Het is van belang dat de internationale financiële gemeenschap druk blijft uitoefenen op de offshore financiële centra, zodat deze de maatregelen ter verbetering van de kwaliteit van hun financiële sector ook daadwerkelijk implementeren.
