Os ODM e Mais Além: A Política Pró-pobres num Mundo em Mudança
Esta Poverty in Focus analisa a experiência dos Objetivos de Desenvolvimento do Milênio (ODM) até esta data, perguntando o que podemos fazer para acelerar o progresso dos ODM durante os anos 2010-2015 e mais além. Versões mais longas de cada artigo desta publicação estão disponíveis no IDS Bulletin 41 (1), do Institute of Development Studies no Reino Unido.Estes debates adquirem um significado maior já que entramos em 2010 e começamos as discussões que conduzem à revisão da ONU sobre os ODM e mais além. A crise econômica global mudou o contexto em que os debates ODM irão acontecer.Como seria de esperar, tem havido inúmeros apelos de países em desenvolvimento, organizações internacionais da sociedade civil e agências de desenvolvimento por uma nova narrativa/paradigma do desenvolvimento. Este contexto em mudança afetará o debate sobre o passado e futuro dos ODM em maneiras que talvez só agora estejam começando a ficar claras.O Consenso de Washington foi declarado morto (novamente), mas a natureza da mudança para um novo modelo e a natureza do espaço político permanecem obscuras. Certamente, a discussão está se abrindo um leque mais vasto de instrumentos de política para o desenvolvimento.Há preocupações imediatas para os formuladores de políticas públicas nos próximos anos. É provável que o impacto da crise continue a enquadrar os debates ao longo dos próximos cinco anos, e será crucial na determinação do ambiente econômico e social.Não está claro quando as taxas de crescimento nos países mais pobres vão começar a se elevar, nem se as pessoas mais pobres beneficiar-se-ão a tempo de evitar danos permanentes aos meios de vida e a erosão dos ativos. A incerteza econômica nos países doadores também está levando ao declínio do apoio público para os orçamentos de ajuda.Em suma, os tempos são diferentes daqueles da Declaração do Milênio e da concepção dos ODM. O final dos anos 1990 e 2000 foram um período bastante benigno para o desenvolvimento internacional, um período de orçamentos de ajuda relativamente dinâmicos e fortes comprometimentos das despesas públicas nos setores sociais, crescimento econômico razoável em muitos países em desenvolvimento, estabilidade relativa, e um consenso sobre o que estamos tentando atingir: os ODM.É provável que o próximo período seja de muito menos certeza já que os países em desenvolvimento, especialmente na África Subsaariana, enfrentam várias crises interligadas em cuja essência estão as mudanças climáticas. Essas incertezas, não só têm o potencial para um impacto adverso sobre os níveis de pobreza, mas mudam também o contexto para a realização dos ODM.Estou na expectativa da revisão dos ODM 2010, e espero que os artigos aqui apresentados contribuam para um debate profícuo sobre a manutenção do dinamismo dos ODM á medida em que rumamos para 2015 e, em tempo, acabar com a pobreza global.
