Swedish abstract: Syftet med denna studie har varit att analysera outsourcing och offshoring av producenttjänster. Båda fenomenen har ökat i Sverige och andra OECD-länder de senaste åren – offshoring om än från en låg nivå. Antalet anställda i den svenska industrin har minskat konstant de senaste 30-40 åren. Ökad produktivitet och utlandsflytt av produktionen förklarar ganska mycket av detta. Men en del av nedgången beror på att tjänster som industriföretagen tidigare producerade själva har lagts ut på tjänsteföretag. Först handlade det om lågkvalitativa tjänster som städning, reception, back office, men under senare år har även kvalificerade tjänster inom IT, juridik och marknadsföring lagts ut. De senaste 10-15 åren har minskningen i industrisysselsättning ackompanjerats av en motsvarande ökning av producenttjänster. I synnerhet konsult- och bemanningsföretag har växt kraftigt. En viktig förklaring till outsourcingen är att tjänsteproduktionen har specialiserats. Om ett företag inte har full sysselsättning för en expert är det mer effektivt att köpa in de timmar som behövs från externa konsultbolag. Att mindre kvalificerade tjänster läggs ut på externa företag kan förklaras av teorin om strategiska insatsprodukter. Strategiskt viktiga tjänster som kräver nyckelpersonal och som man inte vill att konkurrenter ska komma åt, t ex FoU och företagsledning, producerar man själv medan strategiskt mindre viktiga tjänster, för vilka konkurrensen dessutom är hård, t ex städning eller reception, läggs ut på kontrakt. Slutligen har vi en ganska strikt arbetsmarknadslagstiftning i Sverige. Ett sätt att komma runt dessa lagar är att hyra in personal från bemanningsföretag, vilket ger ökad flexibilitet.English abstract: The purpose of this study has been to analyze the outsourcing and offshoring of producer services. Both phenomena have increased in Sweden and other OECD countries in recent years - offshoring, albeit from a low level. The number of employees in Swedish industry has decreased constantly over the past 30-40 years. Increased productivity and relocation of production abroad explains quite a lot of this. But part of the decline is due to the fact that services that the industrial companies previously produced themselves have been outsourced to service companies. At first low-quality services were ootsourced such as cleaning, reception, back office, but in recent years, qualified services in IT, law and marketing have also been outsourced. In the last 10-15 years, the decline in industrial employment has been accompanied by a corresponding increase in producer service companies. Consulting and staffing companies in particular have grown strongly.An important explanation for outsourcing is that service production has been specialized. If a company does not have full employment for an expert, it is more efficient to purchase the hours needed from external consulting companies. The fact that less qualified services are outsourced to external companies can be explained by the theory of strategic input products. Strategically important services that require key personnel and that you do not want competitors to have access to, such as R&D and business management, are produced in-house, while strategically less important services, for which competition is also fierce, such as cleaning or reception, are outsourced. Finally, we have a fairly strict labor market legislation in Sweden. One way to get around these laws is to hire staff from staffing companies, which provides increased flexibility
