PACA Innovation, un Réseau à la Croisée de Proximités Géographiques et Organisées
Avec l'élaboration en 2006 de son Schéma régional de développement économique (SRDE) et d'enseignement supérieur et de recherche (SRERS), la Région PACA a placé l'innovation au cœur de sa politique de développement économique. La Stratégie régionale de l'innovation (SRI) définie dès 2009, pour en préciser les modalités, ressources et moyens, a mis au cœur de la démarche l'accompagnement des acteurs de l'innovation, aussi bien des entreprises en création que d'autres déjà établies, PME et TPE dans la plupart des cas, dans la mesure où les entreprises ou établissements d'entreprises de plus grande taille disposent généralement en interne de leurs propres dispositifs. Un des piliers de la SRI réside dans la mise en réseau des dispositifs existants afin de les impliquer dans une perspective globale et un mode de fonctionnement coordonné. C'est le rôle du Réseau Régional de l'Innovation, désormais connu sous la marque PACA Innovation, accompagné d'un soutien financier accru de la Région PACA à travers des modalités de financement renouvelées qui recouvrent la constitution de contrats d'objectifs et de réponse collective à des appels d'offre. L'objectif de cette communication est de proposer une première analyse en termes de proximité de ce réseau. Sur la base de ressources documentaires, d'analyse des contrats d'objectifs et d'entretiens auprès des acteurs, il s'agit d'abord de situer les acteurs du réseau à la fois géographiquement et institutionnellement de manière à pouvoir réaliser une cartographie des proximités géographique et organisées (thématiques, métiers, cultures, institutions). Cette cartographie constitue alors la base d'analyse des interactions au sein du réseau afin de révéler les modalités, les freins mais aussi les enrichissements de la coopération dans des situations d'apprentissage collectif et de réponse à des demandes d'accompagnement.
