Peacebuilding and Reconstruction After War in Developing Countries
Two thirds of the 99 wars which occurred between 1989 and 1996 had ended by the end of 1996, leaving economies, political systems and societies in various states of disarray. This article identifies a number of distinct phases in the recovery process, each with its particular set of tasks. It then focusses on two key recovery issues—its financing and the need for reconciliation. The respective roles of domestic financing, including the peace dividend, and foreign assistance are discussed. Finally, the necessity of each of reconstruction, reconciliation and resolution of the underlying conflict for a lasting peace is emphasised.
