Pengembangan Jaminan Pemeliharaan Kesehatan Masyarakat (JPKM) Menuju Kepesertaan Semesta (Universal Coverage) Di Kabupaten Purbalingga Provinsi Jawa Tengah
JPKM became a health development priority for District of Purbalingga since their development prone was not only focused in infrastructure development but also increasing quality of human resource. Issue of universal coverage became main objective as an effort to strengthening district health system, but similar with other developing countries, prepaid system in Purbalingga also faced lack of budget and problem of accessing to the health care provider. This study tried to design a strategy by propose a road map how JPKM system in the future by analyze the existing condition, premium resetting and optimizing the role of village clinic or PKD as the nearest health care provider that people can easily to access. It is a descriptive study design by analyzing using secondary data i.e. health service utilization report, JPKM members report, district health account and district health profile. The results showed that it was possible to develop JPKM became universal coverage system if there is any law enforcement and based on premium resetting, it indicated that there was a large different between the existing premium with the real need of premium by calculating the last year health service utilization.
