LA POLITICA MONETARIA DELLA BANK OF ENGLAND DAVANTI ALL’EMERGENZA COVID-19 : SPUNTI DI RIFLESSIONE PER UNA (RI)LETTURA CRITICA DEL TRATTATO SUL FUNZIONAMENTO DELL’UNIONE EUROPEA (The Bank of England Monetary Policy to Face COVID-19: Rethinking the Treaty on the Functioning of the European Union)
Italian Abstract: Esattamente come durante la crisi finanziaria del 2007-2008, anche nel contesto della attuale crisi provocata dalla pandemia causata dal Covid-19, le banche centrali di tutte le principali giurisdizioni del mondo hanno svolto un ruolo di fondamentale importanza essendo state, peraltro, tra le prime autorità pubbliche ad intervenire. Ciò è avvenuto con sorprendente rapidità di esecuzione e con il fine di limitare i pregiudizi economici derivanti tanto dalla stessa pandemia quanto dalle misure adottate dai governi per limitare la diffusione del virus.Attraverso massicce misure di politica monetaria, il principale obiettivo perseguito dalle banche centrali è stato quello di frenare l’inevitabile drastica riduzione delle attività economiche (perlopiù derivante dalle misure di lockdown introdotte in tutti i principali paesi), garantendo al tempo stesso il corretto funzionamento del sistema bancario e finanziario, facilitando l’erogazione del credito a famiglie e imprese e permettendo ai governi di continuare ad emettere debito sui mercati in un contesto di aumento generalizzato della spesa pubblica.In quest’ottica, l’azione della Bank of England (BoE) nel Regno Unito è stata particolarmente vigorosa e per certi versi innovativa rispetto ad alcuni degli strumenti impiegati. L’esperienza britannica può pertanto risultare rilevante anche per la Banca Centrale Europea (BCE) nel contesto delle (rinvigorite, o forse mai del tutto sopite) riflessioni circa l’operatività di quest’ultima e circa l’opportunità di ripensare ad alcune regole del Trattato sul Funzionamento dell’Unione Europea (TFEU) che la riguardano
