Political Patronage in Philippine Local Politics
In the Philippine political dynamics, political patronage has been observed, especially in the local government units. The study’s objectives include determining the different forms of benefits that political patrons offer as observed by local voters, the reasons behind their participation, the factors that affect their decision-making, and the manner of identifying and approaching political patrons. The study was conducted in selected barangays in Zamboanga City, Western Mindanao. Ten key informants were selected through purposive sampling. Data was gathered with the use of an interview questionnaire with questions designed to satisfy every objective. Codes and themes were generated and analyzed by the use of thematic analysis. Results showed that according to the experiences and observations of the informants, political patronage does exist in Zamboanga City where there are multiple forms of benefits that clients may expect from patrons, ranging from cash or product assistance to promises of new infrastructure and opportunities for employment or both. Deprivation as a result of poverty and lack of basic needs is the biggest reason why voters actively participate in patronage politics, other reasons include the personal choice of voters and the prospect of a mutual gain where both parties’ interests are fulfilled. The patron’s track record and the voter’s economic status are the main factors that influence the voters’ decisions to accept benefits, amount or value has little impact. As for the methods of identifying and approaching patrons, aside from witnessing firsthand the act of patronage in their communities, informants tap into their relationships such as family and friends for information on potential patrons, as well as the means to establish a connection with them, and initiate the exchange of benefits
