Politiques budgétaires en Europe : l’heure de vérité
En 2002, le déficit des administrations publiques a nettement dépassé 3 % du PIB en Allemagne et s’est situé juste au-dessus de ce seuil en France et juste en dessous en Italie. Compte tenu du contexte conjoncturel difficile de ce début d’année 2003, la question de la coordination des politiques budgétaires va se poser avec force, tant les positions des différents gouvernements sont hétérogènes. Le ralentissement économique de 2001 a eu pour conséquence une détérioration des comptes publics en Europe, qui s’est poursuivie en 2002. Le déficit des administrations publiques (APU) de la zone euro est passé de 1,1 % du PIB (hors UMTS) en 2000 à 1,6 % en 2001, alors que les comptes publics des pays de l’Union s’amélioraient continûment depuis 1993. Il serait de 2,3 % en 2002 selon les derniers programmes de stabilité cohérents avec les lois de finances pour 2003 (...).
