Post-2015: warum ist der Wasser-Energie-Land-Nexus für die künftige Entwicklungsagenda wichtig?
Die Post-2015-Entwicklungsagenda sollte das Konzept der nachhaltigen Entwicklung enthalten und einen integrierten Ansatz verfolgen, der den komplexen Zusammenhängen zwischen Wasser, Energie und Land gerecht wird. Wasser, Energie und Land sind für viele lebensnotwendige Funktionen von zentraler Bedeutung. Der Zugang zu diesen Ressourcen und der schonende Umgang mit ihnen bilden die Grundlage für nachhaltige Entwicklung. Sektorpolitiken in den Bereichen Wasser, Energie und Land sind eng miteinander verwoben. Sie ziehen häufig Externalitäten nach sich, die sich lokal, national, regional oder global auswirken können. Diese Wechselwirkungen verstärken die bereits vorhandenen Belastungen für Wasser und Land und die Energieressourcen. Die bestehenden Knappheitsprobleme werden sich verschärfen, da bis 2030 ein Anstieg des Nahrungsmittel-, Wasser- und Energiebedarfs zu erwarten ist. Im Abschlussdokument der Rio+20-Konferenz werden Wasser, Energie und Land als vorrangige Bereiche für die Formulierung nachhaltiger Entwicklungsziele (SDGs) angeführt. In Bezug auf Wasser sollten SDGs bestehende Konzepte wie das Integrierte Wasserressourcen Management (IWRM) und das Menschenrecht auf Wasser zugrunde legen. Die Initiative „Sustainable Energy for All“ (SE4ALL) des VN-Generalsekretärs zeigt, wie SDGs für den Energiesektor aussehen könnten. SDGs in Bezug auf Land und Biodiversität könnten auf dem Übereinkommen der Vereinten Nationen zur Bekämpfung der Wüstenbildung (UNCCD) basieren sowie auf den Biodiversitätszielen, die 2010 im Rahmen des Übereinkommens über die biologische Vielfalt (CBD) vereinbart wurden. Um den Nexus zwischen Wasser, Energie und Land zu berücksichtigen, muss jede vorgeschlagene Liste mit Zielen für eine Post-2015-Agenda drei Anforderungen erfüllen: Ausgewogenheit zwischen der sozialen, ökonomischen und ökologischen Dimension: Die Ziele sollten die sozialen, ökonomischen und ökologischen Nachhaltigkeitsdimensionen in einem ausgewogenen Verhältnis einbeziehen, um Synergien zu fördern und Zielkonflikte zu vermeiden. Erreichen von Kohärenz zwischen den Zielen: Die Ziele sollten mit anderen (nachhaltigen) Entwicklungszielen der Post-2015-Agenda in Einklang stehen und mit Blick auf den Wasser-Energie-Land-Nexus eine integrierte Perspektive verfolgen. Übereinkunft über universelle Ziele: Die Ziele sollten universell für alle Länder und nicht nur für Entwicklungsländer gelten. Generell sollten neue Ziele Nebenbedingungen berücksichtigen, die sich auf andere Dimensionen (z. B. im Zusammenhang mit nachhaltiger Entwicklung oder dem Wasser-Energie-Land-Nexus) und verschiedene Ebenen (global, regional, national, lokal) beziehen und an die unterschiedlichen Entwicklungsstadien der Länder (hohes, mittleres, geringes Einkommen) angepasst sind.
