Probleme der Währungs- und Budgetpolitik beim Übergang von der zentralgeplanten zur marktwirtschaftlichen Ordnung Der vorliegende Aufsatz zeigt, welche monetären und fiskalischen Probleme auftreten, wenn versucht wird, von einem Regime zentraler Planung zur Marktwirtschaft überzuwechseln. Der Prozeß beginnt mit einem Überschuß an monetären Aktiva, mit Subventionen an defizitäre Unternehmen, mit Preissubventionen, mit einem unterentwickelten Steuersystem und demzufolge im allgemeinen auch mit einem Budgetdefizit. Während des Reformprozesses steigt das Haushaltsdefizit aufgrund des weiterhin unzulänglichen Steuersystems und zunehmender Subventionen in Zusammenhang mit beibehaltenen Festpreisen sowie infolge von Dezentralisierung, der Subvention verlustbringender Unternehmen und überhöhter Investitionen. Solche Entwicklungstendenzen stärken den Reformwiderstand, denn die Bevölkerung führt die durch Budgetdefizit und Geldschöpfung verursachte Inflation auf die Reformen zurück. Häufig ist Stillstand oder sogar eine Umkehr des Reformprozesses die Folge. Der Aufsatz zeigt auch, daß diese Übergangsprobleme gelöst werden können, indem die Maßnahmen in sachlicher und vor allem auch in zeitlicher Hinsicht aufeinander abgestimmt werden.
