Probleme Des Deutschen Beitrags Zu EU-SILC Aus Der Sicht Der Wissenschaft - Ein Vergleich Von EU-SILC, Mikrozensus Und SOEP
„LEBEN IN EUROPA“ heißen auf Deutsch die European Union Statistics on Income and Living Conditions, abgekürzt EU-SILC, die seit 2005 in allen 27 Mitgliedsstaaten der EU und in einigen Nachbarstaaten erhoben werden. Diese Erhebung wird jedes Jahr als rotierendes Panel urchgeführt. Sie wird sich zu einer der wichtigsten Haushaltsstichproben zur Analyse von Einkommen, Lebensbedingungen und Armut der in Deutschland lebenden Bevölkerung entwickeln. Es ist zu erwarten, dass der Vierte Armuts- und Reichtumsbericht der Bundesregierung, der im Jahr 2011 erarbeitet und im Frühjahr 2012 dem Parlament vorgelegt werden wird, sich wesentlich auf diese Umfragedaten stützen muss; denn die Erhebung 2010 wird einerseits Daten für das Jahr 2009 enthalten, die aktueller sein werden als die Angaben aus der Einkommens- und Verbrauchsstichprobe 2008 (EVS), und andererseits wird zu diesem Zeitpunkt auch der Panelcharakter der Stichprobe voll nutzbar sein, so dass Zeitvergleiche und sogar Verlaufsanalysen über vier Jahre möglich sein werden. Damit werden die Ergebnisse von EU-SILC auch zur Erfolgskontrolle der sozialpolitischen Maßnahmen, insbesondere in ihren Auswirkungen auf das Ausmaß von Armut und sozialer Ausgrenzung, herangezogen werden. Diese Zeitvergleiche und Verlaufsanalysen werden dann sowohl zu den Zeitvergleichen auf Basis der EVS als auch zu den Verlaufsanalysen auf Basis des Sozio-oekonomischen Panels (SOEP) in Konkurrenz stehen
