Progressing and the Way-Forward of Climate Technology Transfers Considering Sustainable Development Goals
The 2015 Paris Agreement was a global effort to meet specified Sustainable Development Goals (SDGs). Under this agreement, the Technology Mechanism initiative became key to facilitating the transfer of technology. As the Conference of the Parties 26 completed the Paris Agreement rulebook for implementation by determining market-based mechanisms, the technology transfers that contribute to SDGs must be reconsidered. Therefore, this study reviewed technical assistance (TA) project documents of the Climate Technology Center and Network (CTCN), an implementation organization under the Technology Mechanism initiative. We aimed to analyze the general status of climate technology implementation, identify the intended SDGs by sectoral classification, and examine the current national SDG statuses in TA participating countries. While each sectoral classification has a specific relationship with certain SDGs, SDGs 7, 8, 9, and 13 were the most commonly referenced in the CTCN TA project documents as they focus primarily on energy and cross-sector applications. However, according to the SDG evaluations, countries should aim to complete poverty and food-related SDGs rather than SDGs 7, 8, 9, and 13. Therefore, it was essential to expand the contributions to SDGs by properly grouping sectoral classifications based on regional and local needs because SDGs were linked by both sector and climate technology. Thus, a climate technology package was proposed, in which individual sectoral classifications are grouped according to national or regional needs. This package could narrow the gap between SDGs, lead to improved SDGs, and contribute to the new climate change regime proposed by the Paris Agreement
