Reform des Ehegattensplittings : Realsplitting mit niedrigem Übertragungsbetrag ist ein guter Kompromiss

Ein Realsplitting wie bei Geschiedenen oder eine Individualbesteuerung mit übertragbarem Grundfreibetrag sind traditionelle Reformoptionen für das Ehegattensplitting. Ihr Nachteil ist, dass sie die Grenzbelastungen des Einkommens von zweitverdienenden PartnerInnen kaum reduzieren und somit die Erwerbsbeteiligung von verheirateten Frauen nur wenig fördern. Ein weiterer Reformvorschlag sind Zusatzfreibeträge für Ehepaare. Diese sind aber schwer verständlich und begünstigen Beidverdiener-Paare mit mittleren und höheren Einkommen zusätzlich. Ein alternativer Steuerabzugsbetrag für Ehepaare stößt in Deutschland auf rechtliche Vorbehalte. Ein guter Kompromiss zwischen den verschiedenen Reformanforderungen wäre ein Realsplitting für Ehepaare mit einem Übertragungsbetrag in Höhe des Grundfreibetrags. Dieser Vorschlag genügt den rechtlichen Anforderungen, ist leicht verständlich, vermeidet Belastungen in den unteren und mittleren Einkommensgruppen, fördert die Erwerbsbeteiligung von Zweitverdienenden und erzielt ein gewisses Steuermehraufkommen.
