Kritiker der europäischen Integration betonen immer wieder die rechtliche Einschränkung der Handlungsfähigkeit der nationalen Regierungen. Die verminderte nationale Kompetenz, verstärkt durch die Standortkonkurrenz im vollendeten Binnenmarkt, kann auch durch den Kompetenzzuwachs der europäischen Politik nicht ausgeglichen werden. Europa ist nur insoweit handlungsfähig, als die Interessen seiner Mitgliedstaaten konvergieren. Daraus ergeben sich Problemlösungsdefizite, die auch die demokratische Legitimation der nationalen Politik in Frage stellen. Gesucht sind darum einerseits nationale Lösungen, die trotz fortschreitender Integration verwirklicht werden können, andererseits europäische Lösungen, die die nationale Politik unterstützen, ohne an Interessenkonflikten zwischen den Regierungen zu scheitern.
