Regional Elites in Transitional Societies

Due to the peculiarities of the federal structure of the Russian Federation also including the scale of the territory, regional political elite is one of the most important components of the political stability and economic development. There are two key aspects, which determine the order of formation of a regional political elite system on the one hand, and set the framework for its functioning on the other – first, the interbudgetary relations between regions and the federal center and the second, system of local elections. The paper analyzes specificity of municipal filter as a limitation of regional elections and the “donor-recipient” system as a main principle of interbudgetary relations
