Regulatory Globalisation in India through the 1991 Liberalisation Reforms
In this paper I aim to evidence the phenomenon of regulatory globalisation in the Indian state through the changes that took place in financial regulation sector during liberalisation of its economy in 1991. Pre liberalisation India had a command and control economy in which the state owned the integral public utilities and controlled the economy through direct intervention. It could be argued that India was a pre regulatory state before liberalisation reforms. Instead of independent regulatory bodies, the state directly controlled the economy through interventionist policies. By way of systematic relaxation of rules and regulations in a variety of sectors - most importantly in financial regulation, which included clearing the way for foreign investment, and setting up of sector specific regulators – India arguably became a ‘regulatory state’. I aim to explore whether the regulatory state was ‘transplanted’ into India or not through analysing changes in financial regulation and regulators, and if it was – how successful this act of regulatory globalisation has been
