Regulatory Reform in the Russian Federation - National Context

The paper presents description of political context of regulatory reforms of early 2000-ties. The reforms described were finished before the oil prices hike made the business climate issue obsolete during 2nd Presidential term of President Putin. The key factors for the regulatory reforms selected for the description are: historical context, main political actors, the Judiciary, electoral demand of the society for private initiative and private property guaranties. The weak public demand for business-friendly legislation and enforcement caused grave problem as petrodollars influx had been making Big Government model more and more attractive for growing number of budget clients
