¿Relaciones directas o mediadas? Participación ciudadana y control social en el programa Bolsa Familia
Los programas de transferencias condicionadas son clave para aliviar los efectos de la crisis económica entre los pobres de América Latina. Sin embargo, su implementación genera dos riesgos: aumento del clientelismo político ?cambiar favores por votos- y aumento de la brecha de poder [power gap] entre los pobres y las autoridades locales. Para acceder al programa y recibir los apoyos económicos, las familias dependen de que las autoridades responsables las inscriban en el padrón de beneficiarios y validen las condicionalidades. Esto hace que los actores gubernamentales mejoren su posición de poder en el ámbito local y/o puedan pedir apoyos políticos a cambio. (...)
