Resilience and Productivity
Pour réduire la pauvreté, renforcer la résilience et soutenir la cohésion sociale, la population croissante en âge de travailler de la Côte d’Ivoire a besoin d’opportunités d'emploi plus productives. Une urbanisation rapide associée à des options limitées dans le secteur privé formel signifie que le secteur informel urbain contribue fortement à la génération de moyens de subsistance et la création d'emploi, en particulier pour les femmes. Ce secteur informel est diversifié et comprend des entreprises à différents niveaux de productivité et différents potentiels de croissance. Néanmoins, la plupart des ménages urbains dépendent encore d’activités précaires et à faible productivité. La plupart de ces ménages n'a pas non plus accès aux mécanismes de protection sociale qui les aideraient à renforcer leur résilience et à investir dans la productivité de leurs activités économiques. Pour renforcer la productivité dans le secteur informel urbain et accroitre la résilience des ménages qui en dépendent, il est nécessaire de développer un écosystème coordonné de politiques publiques ciblées en fonction des différentes contraintes, capacités et potentiels de productivité. Les interventions vont des programmes d’inclusion économique destinés aux ménages les plus vulnérables, aux politiques qui s’attaquent à des contraintes de croissance spécifiques (telles que l’accès au financement, aux marchés et aux compétences entrepreneuriales), et au soutien à la formalisation fiscale et administrative des entreprises prêtes à se formaliser. Cet écosystème devrait également être connecté à un système de protection sociale considérablement élargi, avec des mécanismes à la fois contributifs et non-contributifs afin de répondre aux besoins divers de protection reposant sur les différentes capacités contributives
