Restructuring and the Enterprise
Whether restructuring becomes a deep socioeconomic and political reform or just one more superficial administrative reorganization depends primarily on the degree to which there is substantive change in the enterprise's status in the economic mechanism. We understand the economic mechanism to mean the regulatory subsystem of the economic system that incorporates state management of the national economy, production self-management of enterprises, and in part the spontaneous regulation of economic relations.
