Retour de flamme : perspectives 2008-2009 pour l'économie mondiale
Pour la première fois depuis le début des années 2000, l’économie mondiale affronte une crise susceptible d’interrompre la trajectoire de croissance qu’elle a engagée au sortir des turbulences provoquées par l’éclatement de la bulle Internet. Au-delà des pertes colossales que subissent les établissements financiers, c’est le risque systémique qui est pointé. Le choc des subprime est de nature à entraîner les banques dans un scénario de faillites en chaîne ou de dégradation durable de leurs bilans bancaires qui plongerait l’économie mondiale dans une spirale récessive, comme en 1929 ou dans une récession du système bancaire, comme au Japon dans les années 1990. Ce scénario noir a jusqu’à présent pu être évité grâce à une réponse efficace des autorités monétaires. Les injections de liquidités et la prise en pension de titres adossés aux crédits à risque par les banques centrales ont permis d’échapper à une paralysie du marché du crédit. Le sauvetage organisé des banques en difficulté a mis un frein à l’effet domino sur le système bancaire. Conjuguées à une relance budgétaire vigoureuse outre-Atlantique, ces mesures d’urgence devraient endiguer le risque de récession aux États-Unis. C’est en tout cas l’hypothèse qui sous-tend la présente prévision. Si les perspectives de croissance de l’économie mondiale sont revues à la baisse (4,1 % en 2008 et 4 % en 2009 après 4,8 % l’an dernier), la crise ne devrait pas infléchir significativement le sentier d’expansion de l’économie mondiale grâce en particulier au découplage de la croissance des pays émergents. Ceux-ci, bénéficiant d’une demande intérieure solide et d’une situation financière assainie, résisteront bien au ralentissement marqué de la première économie mondiale. La zone euro, pénalisée par l’appréciation de l’euro et des effets de richesse négatifs sur les marchés financier et immobilier, préserverait néanmoins un sentier de croissance proche de son potentiel. Elle ne subirait pas de rationnement du crédit, les contraintes prudentielles des banques n’étant pas saturées au niveau macro-économique. De nombreux risques subsistent cependant, au premier rang desquels le spectre de la stagflation. L’envolée du prix des matières premières agricoles et énergétiques, au-delà de la perte immédiate de pouvoir d’achat qu’elle fait subir aux ménages, pourrait dégénérer en spirale inflationniste à l’instar de l’épisode des années 1970. Le risque de change ne saurait non plus être écarté : une chute violente du dollar au-delà des niveaux atteints en avril 2008 aurait un effet déstabilisateur sur l’économie mondiale, du fait de son statut de valeur refuge. Enfin, une dégradation plus importante que prévue du bilan des banques pourrait contraindre celles-ci à restreindre leur distribution de crédit.
