For the last five years in Turkey, important steps have been taken in developing and making strategic planning and management widespread. When this process is evaluated as a whole, it can be said that there are still serious institutional and mental obstacles in putting strategic planning and management into practice, which were unfamiliar issues to the Turkish public management previously. After the New Public Financial Management System went into effect, a period began in which strategic planning and management was perceived as a process mostly related to agency budget and as a financial process. It can be stated that in this period, strategic planning and management was implemented mostly at institutional level and as a legal obligation. However, in recent years, this perception has begun to change considerably, and accordingly, strategic planning and management has started to be implemented at sectoral level. Even though a number of documents as strategic roadmap for strategic sectors have been published at this stage, the effects of these plans have not still been evaluated at sectoral and national level. When this process is taken into consideration in general terms, although important progress has been made, it is hard to state that strategic planning and management has been fully understood and implemented in public sector. Accordingly, coordination including monitoring and evaluation, and correction functions cannot be sufficiently realized in preparing and monitoring the sectoral strategic plans covering many institutions. Furthermore, considering the increase in the number of plans, harmony between the national and sectoral plans and thus, public resource allocation mechanisms are not adequate. In addition, the concepts that lie behind the understanding of strategic planning and management, such as clarity, participation and accountability cannot be put into effect sufficiently. Finally, it can be seen that the understanding of strategic planning and management is used as a tool in hitting targets in mainly public services; however, strategic planning and management cannot be applied adequately as a tool in innovation in the public sector and reformation of the public services.Within the abovementioned framework, this study will analyze the recent strategic planning and management experience in Turkey at both institutional and sectoral level and the relationship between each other and put forward outcomes and on the other hand, various challenges that have emerged during this process
