Risk based regulations: a legal view
The risk based regulation approach is reasonable. There are some prerequisites and some limitations to its use which are discussed at length in the paper (e.g. degree of reliability of data, the type of risk indicators, cool-efficiency criterion etc.). Various types of schools on liability laws are discussed. Some initial answers to the regulations and how they should look are given.
