Russia's Defense Enterprises and the State: In Search of Efficient Interaction
The article summarizes the results of twenty years of reforms of the Russian defense-industrial complex. It shows that the reforms have not created an effective economic mechanism of the sector's development. The state, as a basic owner, has hampered the sector's inclusion in market processes. Real management has been passed into the hands of enterprise directors, but their possibilities are limited due to the absence of industrial policy and clear military doctrine. The author concludes that defense enterprises are still not fully reformed and future reforms are necessary.
