Sedentarization of the Nomadic People and Its Citizens' Perceptions
This study examined citizens' perceptions of the settlement policy of the nomadic people in Djibouti. While promoting the sedentarization of nomadic people is an international requirement for governments, especially in countries with arid areas, the preference of citizens for the sedentarization of nomadic people is less-understood. We conducted a best--worst choice experiment among college students as representatives of the citizens in Djibouti to investigate national policy preferences. The results showed that the settlement policy priority for nomadic people ranked lowest out of the seven social and economic policy options. This may reflect the fact that the majority of respondents consider that the country faces and should take action on various political subjects that are likely to be more closely related to their livelihood, such as reducing unemployment rate and improving health care access than the issues of nomadic people. These findings imply that, at present, international support and interventions, as well as the understanding of citizens, are essential for promoting the settlement of nomadic people
