Sektorsymmetrische Regulierung in Netzsektoren: ein Vergleich zwischen Gas und Elektrizität
Im Zentrum dieses Beitrags stehen die Märkte für Netzinfrastrukturkapazitäten im Energiesektor. Mit Hilfe des disaggregierten Regulierungsansatzes wird der Umfang der Regulierung auf diejenigen Netzbereiche beschränkt, die durch netzspezifische Marktmacht gekennzeichnet sind. Die Regulierungsinstrumente sind dabei mittels einer Anreizregulierung nur auf diese Bereiche anzuwenden. Bei der Price-Cap-Regulierung (Preisobergrenzenregulierung) handelt es sich um eine Preisniveau-Regulierung; die Ausgestaltung der Preisstruktur sollte dabei den Netzbetreibern überlassen bleiben. Eine effiziente Bepreisung der Netz-kapazitäten bei der Stromübertragung erfordert den Einsatz eines Einspeise-Ausspeise-Modells (Entry-Exit-Modell), wobei die Opportunitätskosten sowohl der Netzeinspeisung als auch der Netzausspeisung in Höhe der jeweiligen Systemexternalitäten zu berücksichtigen sind. Demgegenüber sind die Grenzkosten des Transports von Gas vom Volumenstrom und von der Pipelinelänge abhängig. Die Erfassung der Opportunitätskosten der Kapazitätsinanspruchnahme erfordert daher die Implementierung eines geeigneten Kontraktpfadmodells.
