Senkung des Solidaritätszuschlags anstelle des Einkommensteuertarifs: Verteilungspolitische Konsequenzen des Vetos der Bundesländer
Der folgende Beitrag untersucht, ob eine von der Bundesregierung präferierte Anpassung des Einkommensteuertarifs oder eine Senkung des Solidaritätszuschlags, infolge des Vetos der Bundesländer, den verteilungspolitischen Forderungen eher gerecht wird. In Kapitel II wird ein kurzer Überblick über die Sondernormen des Solidaritätszuschlags aufgezeigt, die zu einer unterschiedlichen Verteilung des Steueraufkommens im Vergleich zur Einkommensteuer führen. Eine Analyse der Verteilung des Aufkommens an Solidaritätszuschlag und Einkommensteuer im Status quo erfolgt in Kapitel III. Mögliche Reformalternativen werden in Kapitel IV aufgezeigt und anhand der verteilungspolitischen Forderungen diskutiert. Eine Zusammenfassung der relevanten Ergebnisse folgt in Kapitel V.
