Sind Steuern und Staatsverschuldung äquivalente Instrumente zur Finanzierung der Staatsausgaben? Das Ricardianische Äquivalenztheorem besagt, daß die Staatsverschuldung die gleichen gesamtwirtschaftlichen Auswirkungen hat wie die Finanzierung der Staatsausgaben über Steuern. Es wird zunächst dargelegt, daß mit diesem Theorem bestimmte kreislauftheoretische Implikationen verbunden sind und daß es Vermögensneutralität und Allokationsneutralität der Staatsverschuldung beinhaltet. An Hand der Grundzüge des von Barro entwickelten Generationen-Modells werden die Berücksichtigung des Interesses zukünftiger Generationen sowie die staatliche und die private Verschuldung als Instrumente für den intertemporalen Transfer von Konsum untersucht. Die Frage, ob mit Hilfe der Staatsverschuldung eine effizientere intertemporale Allokation der Ressourcen möglich ist, weil die privaten Konsumpräferenzen besser berücksichtigt werden können bzw. weil die staatliche Kreditaufnahme aus Kosten- oder Wettbewerbsgründen der privaten Verschuldung vorzuziehen sei, wird – auch im Zusammenhang mit Kapitalmarktunvollkommenheiten -eingehend erörtert. Ein einfacher empirischer Test mit Hilfe einer Konsumfunktion zeigt, daß das Ricardianische Äquivalenztheorem für die Bundesrepublik nicht bestätigt werden kann.
