Social Services and the Fiscal Burden in Russia
This paper uses information on enterprise expenditures on social services in the Russian Federation in combination with local government budget information in the relevant jurisdictions to measure the potential impact on local government budgets of their assumption of social service responsibility. The estimates indicate that the transfer may eventually impose a large burden on local governments, related mainly to housing, although the immediate impact has so far been small.
