Sources of Labor Power Under Current Conditions
The better utilization of labor resources acquires top-priority significance in supplying the national economy with cadres and in securing its proportional development. At the Twenty-fifth Congress of the Communist Party of the Soviet Union, L. I. Brezhnev noted: "Emphasis on effectiveness â and this point must be stressed again and again â is the most important part of our entire economic strategy. In the 1980s this problem will be particularly urgent primarily due to the aggravation of the labor resources problem. We will have to depend only on higher labor productivity and not on additional manpower. A sharp reduction in the share of manual labor and the total mechanization and automation of production have become necessary for economic growth."
