Staatlichkeit und Governance: Herausforderungen in Subsahara-Afrika
Afrika südlich der Sahara umfasst 48 Staaten in unterschiedlichen Phasen der sozialen, ökonomischen und politischen Entwicklung. Trotz der Heterogenität dieser Länder kann man in den letzten 15 Jahren zumindest folgende allgemeine Entwicklungen im Bereich von Staatlichkeit und Governance erkennen: Pan-Afrikanische Initiativen wie die Neue Partnerschaft für Afrikas Entwicklung (NEPAD) und die Afrikanische Union (AU) haben das politische Tabu der Nichteinmischung in innere Angelegenheiten aufgehoben; es ist keine akzeptierte Begründung für Untätigkeit mehr. Seit Beginn der 1990er Jahre haben in vielen Ländern Subsahara-Afrikas politische Transformationen eingesetzt; oftmals fand ein Regimewechsel statt. Afrika ist insgesamt – trotz Rückschritten wie etwa in Simbabwe oder Äthiopien – in seiner Gesamtheit politisch offener geworden; die Teilnahme der Bevölkerung an politischen Prozessen durch Wahlen hat zugenommen. Trotz der politischen Transformation sind die Wirkungen auf die Rechenschaftspflicht der Regime eher begrenzt; politische Systeme sind vielfach weiterhin durch Neopatrimonialismus geprägt. Die Gestaltungsleistungen afrikanischer Staaten sind unzureichend. Dies gilt für soziale und ökonomische Grunddienstleistungen ebenso wie für Governance - Leistungen im Bereich Sicherheit. Das Gewaltmonopol des Staates ist vielfach nicht gesichert. Große Governance -Defizite bestehen trotz positiver Veränderungen weiterhin in fast allen Teilen des Kontinents und bedürfen zusätzlicher afrikanischer Eigenanstrengungen. Die erwarteten ökonomischen Ergebnisse einer verbesserten Governance lassen für viele Bürger auf sich warten; dies bedeutet langfristig ein Risiko für die Stabilität des Kontinents. Das Ausmaß externer Unterstützung durch Entwicklungshilfe beeinflusst wesentlich die politischen Strukturen und Inhalte der geförderten Länder. Vielfach werden Governance -Strukturen durch externe Akteure zusätzlich geschwächt.
