State Development Discourse, Forest Management and Food Security of Tribals (A Case of Tribal Land Alienation & Violation of Human Right in Kotgarh Wildlife Sanctuary, Odisha)

One of the Planning commission of India Report states that, there is widespread impression among the Indian intelligentsia, foreign scholars and residents of developed/rich countries that India's economic growth has not reduced poverty, that globalization has worsened poverty and/or income distribution and there are 100 of millions of hungry people in India. When we will observe the poverty hunger and other indicators in the tribal dominated areas of India the trend is far more alarming. Kotgarh wild Life sanctuary is one of the glaring examples of the neo liberal development discourse by the state in a developing country like India. The irony is that in a country where there has been a continuous debate and discussions on the twin lobby of “rights” and “conservation” a section of cosmic right holders concerns over customary and traditional access over the forest resources are being restricted in the name of sanctuary and national parks. The Forest Rights Act which ensures tenural, economic ecological security could have been a potential instrument of justice and equity have not been followed up seriously by state apparatus. The paper highlights the different dimensions of Kotgarh Wild Life Sanctuary in the Odishan province of India
