Stellungnahme zu aktuellen Fragen der EU-Finanzen und des EU-Agrarhaushalts : Verabschiedet am 25.11.2005
vom Wissenschaftlichen Beirat "Agrarpolitik, Nachhaltige Landbewirtschaftung und Entwicklung Ländlicher Räume" beim BMELV
Der Beirat nimmt die aktuelle Debatte über den EU-Haushalt zum Anlass, zur Gesamtstruktur des EU-Haushalts und zur Höhe der Agrarausgaben Stellung zu nehmen. Die von verschiedenen Seiten geäußerte Forderung nach einer Umschichtung von Finanzmitteln zu Lasten des EU-Agrarhaushaltes lässt sich nicht überzeugend damit begründen, dass der Agrarhaushalt einen relativ hohen Anteil am Gesamtbudget der EU hat. Dieser hohe Anteil bringt lediglich die relativ starke Vergemeinschaftung der Agrarpolitik in der EU zum Ausdruck und besagt nichts über den Stellenwert, den die Agrarförderung in der Gesamtheit aller politischen Ebenen (Regionen, Mitgliedstaaten, EU) einnimmt. Bevor auf EU-Ebene die finanziellen Akzente zugunsten anderer Politikfelder verschoben werden, sollte nach Auffassung des Beirats geklärt werden, welche Aufgaben am besten auf der EU-Ebene und welche am besten auf der Ebene der Mitgliedstaaten bzw. der Regionen zu gestalten sind. Im Hinblick auf den EU-Agrarhaushalt bekräftigt der Beirat seine Zustimmung zur grundlegenden Reform der EU-Agrarpolitik. Die bisherigen Reformschritte haben die Verteilungseffekte der Agrarpolitik deutlicher sichtbar werden lassen. Der Beirat rät davon ab, die verteilungspolitischen Unzulänglichkeiten durch das Drehen kleiner Stellschrauben im bisherigen System beseitigen zu wollen. Er spricht auch gegen eine Kofinanzierung der Direktzahlungen durch die nationalen Haushalte aus. Die Analyse zeigt, dass sich die Direktzahlungen langfristig weder aus einkommenspolitischer noch aus umweltpolitischer Sicht überzeugend begründen lassen. Die einzig überzeugende Begründung für die bisherigen Direktzahlungen ist nach Auffassung des Beirats der Vertrauensschutz. Dieses Argument kann allerdings nicht zeitlich unbegrenzt gelten. Nach Abwägung aller Argumente spricht sich der Beirat dafür aus, dass einerseits am einstimmig beschlossenen Agrarplafond bis zum Jahr 2013 festgehalten, andererseits aber ab 2009 mit der Kürzung der Direktzahlungen begonnen werden sollte. Nach 2013 sollten die Direktzahlungen rasch (ggf. bis auf einen Grundsockel) ab- und die 2. Säule der Agrarpolitik ausgebaut werden (Quelle: Verlag).
