Strategic Change in Government Based on Organization Hierarchy and Role

Four types of strategic change were examined within government organizations: services, structure, culture, and technology. There are many stereotypes about the ability of the federal government ability to actually implement change. This study shows which types of agencies are more able to change than others. The purpose of the research was to determine if some categories of government organizations are more able to change than are others. The study specifically looked at differences in hierarchy level of agencies, purposes for the agencies, military and civilian agencies, and various sizes based on employment levels. A survey instrument was administered to top agency leaders to sample change activity that occurs within their organization. Three models were developed to test for a positive relationship between organization hierarchy and roles and their respective strategic change actions.
