Strukturen und Entwicklungspotenziale der Abfallwirtschaft in Tunesien
Die Abfallwirtschaft Tunesiens hat sich zu einem wichtigen Baustein der nationalen Umweltpolitik entwickelt. Dieser hohe Stellenwert ist, neben dem generell gewachsenen Problembewusstsein infolge Umweltübernutzung, insbesondere auf die Bedeutung der Tourismusbranche und die bevorstehende Freihandelszone mit der EU, für die wirtschaftliche Entwicklung des Landes zurückzuführen. Die tunesische Regierung, die angesichts der beschränkten finanziellen Mittel und der Knappheit der Humanressourcen auf fremde, vornehmlich deutsche, technische und finanzielle Hilfe angewiesen ist, unternimmt seit geraumer Zeit zahlreiche Bemühungen um das Abfallproblem zu bewältigen. Dabei wird meistens versucht fertige Modelle und Verfahren anderer Industrieländer zu übernehmen. Die abfalltechnische und -politische Analyse einiger wichtiger Modellprojekte bzgl. Abfallkompostierung, -deponierung und -verwertung zeigt, dass die Umsetzung bestimmter Projekte ohne Gesamtkonzept sehr bedingt übertragbar ist und mittelfristig zu technischen, institutionellen, gesetzlichen und finanziellen Schwierigkeiten führt. Hingegen haben sich Lösungen, die an die soziokulturellen Bedingungen und Bedürfnisse der Bevölkerung sowie Besonderheiten des Landes angepasst sind und dem technischen und organisatorischen Know-how der stark dominierenden Verwaltung entsprechen, ökologisch und ökonomisch bewährt. Um auf den Bedarf Tunesiens zugeschnittene, sofort integrierte und umfassende Ansätze zur Lösung des Abfallproblems zu suchen, werden anhand einer Schwachstellenanalyse die Abfallprobleme lokalisiert, so dass aus den drei wichtigsten Parametern Ortung, Ursache und Ausmaß, abfallpolitische Grundprinzipien abgeleitet werden. Auf für Tunesien im Abfallbereich optimierte institutionelle, rechtliche und finanzielle Rahmenbedingungen aufbauend, werden die für das Land relevanten abfallpolitischen Instrumente und Potenziale in ihrer Wirkungsweise auf die Abfallwirtschaft dargestellt, so dass landesspezifische, sowohl ökologische als auch ökonomische und soziokulturelle Maßnahmen in Form eines Aktionsplanes identifiziert und analysiert werden können. Zu den Maßnahmen werden die Durchsetzbarkeitspotenziale im Rahmen eines 5-Jahresplanes anhand von realen Indikatoren und Plausibilitätsüberlegungen prognostiziert. Der auf der Basis volks- und betriebswirtschaftlicher Grundlagen basierende Aktionsplan soll den schrittweisen Übergang von der derzeitigen primären Abfallentsorgung zur anspruchsvolleren Abfallbewirtschaftung ermöglichen und somit die allgemeine Ausrichtung der Abfallpolitik auf einer nachhaltigen Basis festlegen und eine Orientierung der politischen Entscheidungsträger und internationalen Finanzgeber erleichtern. Denn die Abfallprobleme Tunesiens lassen sich in der aktuellen Entwicklungsphase nicht ausschließlich mit technischen Ansätzen bewältigen; rasches zielorientiertes Handeln von Wirtschaft, Verwaltung und Politik ist unerlässlich.
